Dr Alvin Chua

Head, Operations

Dr Alvin Chua serves as the Head of Operations at the Asia Centre for Health Security (ACHS), where he oversees the Centre’s strategic and operational functions. He manages day-to-day operations across project delivery, partnerships, finance, human resources, compliance, and infrastructure, and ensures effective systems and processes to support research and programme development. He coordinates cross-functional teams to deliver research, training, and capacity-building efforts, advancing ACHS’s mission to build resilient and sustainable responses to emerging public health challenges.

Alvin is also a Research Fellow at the Saw Swee Hock School of Public Health, National University of Singapore, focusing on antimicrobial resistance (AMR) and pandemic preparedness. He has contributed to studies analysing national action plans on AMR in Southeast Asia to develop strategies for improvement. As a trained antimicrobial stewardship pharmacist, Alvin collaborates with Cambodian stakeholders, including hospitals, non-governmental organisations, the World Health Organization, and Cambodia’s Ministry of Health, to establish stewardship programmes and research antimicrobial use. Recently, he partnered with these stakeholders and the International Centre for Antimicrobial Resistance Solutions (ICARS) to optimise antimicrobial use in Cambodian hospitals.

Beyond AMR, Alvin has studied health system resilience during COVID-19, providing insights to the Independent Panel for Pandemic Preparedness and Response. He continues this work with ACHS and as a member of the scientific coordination group for the NUS-Lancet Pandemic Readiness, Implementation, Monitoring, and Evaluation (PRIME) Commission.
