Deliberate biothreat events pose far-reaching challenges—not only to health systems, but also to economic, political, and social structures.
In this webinar, Professor Paul Arbon, Matthew Flinders Distinguished Professor and Director of the Torrens Resilience Initiative at Flinders University, highlighted the complex challenges deliberate biothreats pose, and the need for coordinated responses that balance public health and security efforts. Professor Arbon also stressed the need to tailoring preparedness and resilience to local contexts and urged stronger multi-sector coordination and leadership to build adaptive, trustworthy systems capable of managing uncertainty and cascading effects.

How can we detect and respond to outbreaks faster and more effectively in an increasingly complex world? Public health intelligence is the science of detecting and responding to outbreaks and other health threats. Over the years, it has transformed from basic maps and case reports into a global system powered by data, technology, and collaboration.
In the webinar, Dr Oliver Morgan, Director of Pandemic and Epidemic Intelligence Systems for the World Health Organization, explored how digital technologies, including artificial intelligence, speech recognition, and data visualisation, are reshaping public health intelligence. He discussed how these tools can complement traditional surveillance methods, offering earlier alerts, uncovering blind spots, and supporting faster, multidisciplinary responses.

How to Avoid Human-Made Pandemics - 23 January 2025
Studying viruses with outbreak potential is one productive approach to combat the risk of pandemics. Yet, such research – when it involves field collection and experimental manipulation of pathogens – carries the hazard of accidentally or even intentionally seeding a pandemic. Dr Filippa Lentzos from King’s College London, discussed her findings from the Pathogen Project, which brought together an international taskforce of scientists, biosecurity and public health experts, ethicists, and civil society leaders to seek consensus on this question: Can we agree on ways to manage research that carries pandemic risk as safely, securely and responsibly as possible?
